Flagship case study

The Clean Network: Tech Statecraft in action.

In 2020, the Clean Network applied the Tech Statecraft playbook to one of the era’s most consequential technology contests. By aligning governments, telecommunications companies, technology leaders, and civil society around shared trust standards, the initiative reversed momentum in 5G and built a repeatable model for competition across critical technology sectors.

The result was a coalition of more than 60 nations representing roughly two-thirds of global GDP, joined by more than 200 trusted telecommunications companies.

What is Tech Statecraft?

Where innovation, diplomacy, and trust become strategic power.

Traditional statecraft was built for a slower world. Technology markets move at network speed. Tech Statecraft bridges those two realities by integrating Silicon Valley strategy, foreign-policy tools, national-security objectives, and democratic trust principles into a single operating model.

At its core, the model is simple: rally allies and partners, leverage private-sector innovation, and amplify the values that free societies share.

Foreign Policy & National Security

Diplomacy, alliances, policy, standards, economic tools

Democratic Trust Principles

Integrity, transparency, reciprocity, accountability, rule of law

“The Clean Network’s effort to create a united economic front is to China what George Kennan’s ‘long telegram’ of 1946 was to the Soviet Union.”

The framework was designed to extend beyond 5G.

The Clean Network was the first large-scale proof point of Tech Statecraft. The framework can be applied wherever technology, markets, national security, and democratic values intersect.

That is the enduring idea: build trusted coalitions before strategic dependencies become strategic vulnerabilities.

Origin

Conceived in public service. Built for continued use.

Tech Statecraft emerged from the Global Economic Security Strategy developed and executed under Under Secretary of State Keith Krach by the Office of Economic Growth, Energy, and the Environment. The Clean Network became its most visible demonstration—combining private-sector strategy, public-private partnership, diplomatic execution, and democratic trust principles.

TechStatecraft.com preserves the original record and makes the framework accessible to policymakers, business leaders, students, researchers, and future practitioners.

“Rally our allies and partners, leverage the innovation and resources of the private sector, and amplify the moral high ground of democratic values.”
